my personal experience is that (in vendors) it is part of marketing budget, and as such will most of the time considered the last thing - if there is still some budget left, then maybe it will be spent. It usually goes back to the HQ's marketing department, upon approval of regional management. In times like these, where markets are competitive and costs are key, sales people are most of the time expected to be market researcher and journalists as well. I guess only a few very large telco's and telco vendors still pay the money for subscriptions.
