Your second question first.
In almost all cases the systems that exists were not put in place nor made to fit triple play. Keeping them for tripple play would mean creating additional stove pipes. That drives opex cost out of porpotion in that old systems micro control the delivery chain. Triple play should be independent of the delivery chain to be distributed nomadically.
This is subjective and general, both of which would not fit the particullar. But I give it a go.
1. they should build an architecture but base the architecture on bying products as components.
2. they should not measure sucess based on compliance with functional spec, but
3. Ideally, in my mind base the implementation of the IT environment on a 2-level (business and process) driven KPI approach.
